executive director

Kelly Garceau

Kelly Garceau currently serves as the Executive Director for the New York Physical Therapy Association. Prior to being promoted to this position, she served as the Assistant Director. She started working for the NYPTA in October of 2008 as the Reimbursement Director on a per diem basis. In November, 2009, Kelly joined the staff of the New York Chapter full time. She is an advocate for physical therapists in New York -- addressing issues of reimbursement, legislation and increasing awareness of physical therapy and the challenges PTs face in the areas of payment, insurance company policies, state regulations and access for patients to physical therapy, as well as overseeing all aspects of the Chapter’s day-to-day operations.

Kelly began her career in the health benefits arena with the CSEA Employee Benefit Fund. She is an accomplished health benefits manager/administrator with a track record of more than 12 years building and maintaining internal/external relationships to secure milestone achievements in the benefits arena.

Kelly is the staff Liaison to Advisory Panel on Legislation, Advisory Payment Panel, Executive Committee and Board of Directors.

Communications Manager

 Gloria Baker


Gloria Baker joined the New York Physical Therapy Association in May of 2016 as Communications Manager.  As Communications Manager, Gloria will manage, create, implement and oversee all internal and external communications programs that effectively describe and promote the benefits and value of the NYPTA and its members.


In her role, she will be responsible for all social media content development and execution, the overall production of the bi-monthly digital newsletter, website management and content development/updates, marketing collateral material, member spotlights, news releases, and future brand development strategies and updating the membership database.


Gloria has held marketing & communications positions in both the non-profit and for-profit sector, and has worked for major advertising firms in Atlanta, Boston and NYC.  Prior to joining the NYPTA, Gloria implemented all communications, marketing and member engagement strategies at SUNY Polytechnic – Children’s Museum of Science & Technology.


Gloria is the staff liaison to the Marketing & Engagement Committee.

Ce & Events coordinator


Liz Obuya currently serves as a Continuing Education/Events Coordinator. In this position, Liz will be responsible for all aspects of the administration of CE Credits as well as all business-related items connected to Chapter events. Prior to taking on this position, Liz had been the Association’s Administrative Assistant, beginning in May, 2018.


Liz’s current duties comprise tracking course approvals, course attendees, issuing CE Certificates, planning and coordinating chapter events and activities at conference, as well as general administrative duties.


Liz has had experience in coordinating professional development trainings and events Prior to joining the NYPTA, from her work at an Association Management firm in Albany and at a Professional Accountancy body in Kenya, her native country. Liz earned her Master of Business Administration degree from The Sage Colleges- Sage Graduate School in Albany, NY.
