Garceau currently serves as the Executive Director for the New York
Physical Therapy Association. Prior to being promoted to this position,
she served as the Assistant Director. She started working for the
NYPTA in October of 2008 as the Reimbursement Director on a per diem
basis. In November, 2009, Kelly joined the staff of the New York
Chapter full time. She is an advocate for physical therapists in New
York -- addressing issues of reimbursement, legislation and increasing
awareness of physical therapy and the challenges PTs face in the areas
of payment, insurance company policies, state regulations and access for
patients to physical therapy, as well as overseeing all aspects of the
Chapter’s day-to-day operations.
Kelly began her career in the
health benefits arena with the CSEA Employee Benefit Fund. She is an
accomplished health benefits manager/administrator with a track record
of more than 12 years building and maintaining internal/external
relationships to secure milestone achievements in the benefits arena.
Kelly is the staff Liaison to Advisory Panel on Legislation, Advisory Payment Panel, Executive Committee and Board of Directors.
Meeting Planner/Administrative Assistant
Carla Rosenbaum joined the New York Physical Therapy Association as Meeting
Planner in April 2013. Her duties comprise coordinating chapter events, including Conferences, Delegate Assembly, Executive Committee and Board Meetings, as well as any additional NYPTA sponsored events. Carla also manages the Social Media for the NYPTA, keeping our Facebook and Twitter pages updated with important, relevant (and sometimes funny!), information for our followers to access.
Prior to joining the NYPTA, Carla worked at an
Association Management firm in Albany. Carla has a bachelor’s degree in
communications from the State University of New York at Geneseo. She
served two terms as Captain of the Equestrian Team at SUNY Geneseo and
her favorite pastime is riding her horse, Chanel. Carla currently resides in the

Teidman joined the NYPTA team in April of 2014 as an administrative
assistant. She has worked in administrative departments for over 3
years and her duties included customer service, sales, and accounting.
Teidman enjoyed the opportunities she was given to work in different
areas and is thankful that those skills helped her obtain the position
at NYPTA. Kate takes pride in her work and is always organized and
Kate is the staff Liaison to the Awards Committee and the Leadership Committee. She is also responsible for the distribution of the contact hour certificates.
