NYPT-PAC supports the following:


1.)  The first bill is to address abusive practices of managed care companies. NYPTA has submitted S.5219 (Padavan) and A.8934 (Brennan).  These companion bills relate to physical therapy service and utilization practices.  Managed care practices have become increasingly aggressive.  These bills seek to reestablish fair and appropriate utilization practices consistent with the underlying purpose of the 1996 Managed Care Reform Act.


2.)  NYPTA has also submitted A.7779 (Canestrari) and S.5209 (Padavan), which relate to the establishment of rates of payment and delivery of health care services within the Workers' Compensation system.  The bills would require the WC Board to undertake the process of examining the appropriateness of rates of payment annually, something which the Board is currently not required to do.  In addition, the bills would make WC law consistent with SED law (our practice act); thereby providing for employers and carriers the option to cover episodes of PT care which occur without a referral.

3.)  A third bill, upgrading the educational requirements will be redrafted and resubmitted to the legislature.

4.)  Language will be drafted for a fourth bill that will mandate continuing education requirements for re-registration.  Language that has been used by other professions and is generally accepted by the legislators will be used.  Further procedures and regulations will subsequently be proposed by the State Board for Physical Therapy.

NYPT-PAC opposes the following:

  • Any attempt to limit our scope of practice, or having any unqualified person perform physical therapy
  • Practice of physical therapy by non-licensed corporations
